General Purpose

Under general direction, performs professional accounting work in assigned areas for the County; applies accepted accounting principles and procedures to analyze financial information as acceptable by Government Accounting Standards Board (GASB); prepares, reconciles and creates accurate and timely financial reports and statements; preparation for the annual audit; reconciles accounting for all county funds including investments; and ensures appropriate accounting control procedures and compliance with local, state, and federal laws and regulations.

Minimum Qualifications

  • Bachelor's Degree in Accounting, Finance, Public Administration, or related field and four years of professional public accounting experience for a medium to large size employer or governmental entity, OR an equivalent combination of education and experience; one year of supervisory experience.
    Governmental accounting experience highly desirable.

Required Licenses or Certifications:

  • Valid New Mexico Driver's License.
  • Certified Treasury Official within 1.5 years of from time of hire.

Essential Job Functions

  • Substantiates financial transactions by auditing documents; Verifies fund/account balances and deposits; monitors bank accounts for erroneous charges and to verify deposits and withdrawals; balances daily distribution and reconciles bank statements for the monthly report.
  • Creates and verifies journal entries, payroll warrants and Accounts Payable warrants; prepares payments by verifying documentation and requesting disbursements; verifies wires/ACH transmittals and their placements; verifies and approves interest and bond payments utilizing dual controls.
  • Oversees vault operations; supervises and guides vault staff by coordinating activities, answering questions, and providing training; ensures staff are cross trained in all applicable areas; reviews, edits, revises, and enacts updated internal procedures relevant to Vault operations.
  • Reviews, edits, revises and enacts the Sandoval County Cash Handling procedures throughout the county; creates and implements receipt and verification systems; distributes and instructs elected officials and county departments that handle county funds online, point-of-sale, IVR, or over the county; and submits county deposits.
  • Oversees the posting of lockbox property tax payments and the submittal of ACH (Automatic Clearing House) transmittals to the bank for collection of property taxes; and verifies accuracy of monthly tax distribution.
  • Receives county portion of the tax distribution and gross receipts tax revenues; calculates and verifies the distribution of funds to county programs and submits funds transfer to the appropriate county program.
  • Creates new line items for funds in accordance with public sector accounting principles and practices.
  • Prepares for financial audits; prepares special financial reports by collecting, analyzing, and summarizing account information and trends; provides data, spreadsheets and other documents in response to external audit requests from the State and other entities including, but not limited to Department of Finance and Administration (DFA), New Mexico Finance Authority (NMFA), Property Tax Division (PTD), Sandoval Treasurer's Investment Committee (STIC), and Board of Finance (BOF); completes W-9 requests.
  • Monitors and supports taxation requirements; conducts research and provides documentation of bond debt; resolves accounting discrepancies and irregularities; makes certain all financial reporting deadlines are met; ensures accurate and timely monthly, quarterly and year end close processes.
  • Ensures financial records are maintained in compliance with Governmental Accounting Standards Board (GASB), generally accepted accounting principles (GAAP), and County policies and procedures; oversees accurate and appropriate recording and analysis of revenues and expenses; establishes and monitors the implementation and maintenance of accounting control procedures and maintains financial security by following internal controls.
  • Secures financial information by completing data base backups; maintains customer confidence and protects operations by maintaining the integrity of financial data and keeping financial information confidential.
  • Evaluates and advises on business operations including revenue and expenditure trends, financial commitments and future revenues; collects and analyzes financial information to recommend or develop efficient use of resources and procedures, provides strategic recommendations and maintains solutions to business and financial problems.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing networks; and participating in professional societies.
  • Performs related duties as assigned.
